<html:p>Existing law establishes the Fairs Allocation and Classification Committee, which consists of 14 members of the Legislature. Existing law requires the committee to, among other things, seek methods whereby private financing can be secured for support of all local fairs, regularly review the capability of the Department of Food and Agriculture to administer and supervise the allocation of moneys from the Fair and Exposition Fund to all local fairs, and make recommendations to the Legislature regarding the establishment of new district agricultural associations or local fairs.</html:p>
<html:p>This bill would revise those requirements on the committee to instead require the committee to seek methods whereby private financing can be secured for support of all state-designated
fairgrounds, rather than local fairs, regularly review the capability of the department to administer and supervise the allocation of moneys from the fund to all state-designated fairgrounds, rather than local fairs, and make recommendations to the Legislature regarding the establishment of new state-designated fairgrounds, rather than new district agricultural associations or local fairs.</html:p>

(a)
<html:span class="EnSpace"/>
The committee shall investigate, study, and analyze, when it deems it necessary, any or all facts and matters relating to the operation and financing of a state-designated fairground subject to this division and the effect and operation of the laws relating to the state-designated fairground.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The committee shall regularly review the administration of the
Fair and Exposition Fund by the department and make recommendations to improve the efficiency and economy in the operation of all
state-designated fairgrounds.
</html:p>
<html:p>
(c)
<html:span class="EnSpace"/>
The committee shall seek methods whereby private financing can be secured for support of all state-designated fairgrounds.

(d)
<html:span class="EnSpace"/>
The committee shall regularly review the capability of the department to administer and supervise the allocation of moneys from the Fair and Exposition Fund to all state-designated fairgrounds.

(e)
<html:span class="EnSpace"/>
The committee
shall make recommendations to the Legislature regarding the establishment of new
state-designated fairgrounds.

(f)
<html:span class="EnSpace"/>
The committee shall regularly review the criteria for the classification of state-designated fairgrounds specified by Section 4507 and make recommendations for changes whenever appropriate.

(g)
<html:span class="EnSpace"/>
The committee shall encourage, where feasible, the conducting on a regular basis of joint or combined fairs pursuant to Section 4441.
