<html:p>This bill would state the intent of the Legislature to enact subsequent legislation that would establish the Monterey Bay Area Stewardship Authority, as specified. The bill would also make related findings and declarations.</html:p>

<ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

<ns0:Num>SECTION 1.</ns0:Num>
<ns0:Content>
<html:p>The Legislature finds and declares all of the following:</html:p>
<html:p>
(a)
<html:span class="EnSpace"/>
The Monterey Bay region encompasses approximately 3,100,000 acres and represents one of California’s most ecologically and culturally significant landscapes, with a longstanding commitment to sustaining abundant open space, agricultural lands, and natural habitats.

(b)
<html:span class="EnSpace"/>
The region’s economy is closely tied to this landscape, with agriculture and tourism together valued at approximately $10,500,000,000 annually.

(c)
<html:span class="EnSpace"/>
The creation of a regional entity is warranted to secure and allocate funding to enhance land stewardship, restoration, and conservation
efforts that address climate adaptation and resilience across the Counties of Monterey, San Benito, and Santa Cruz.

(a)
<html:span class="EnSpace"/>
It is the intent of the Legislature to enact subsequent legislation that would establish the Monterey Bay Area Stewardship Authority.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
It is the intent of the Legislature that the legislation described in subdivision (a) would do both of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
Fill an existing funding gap for conservation efforts within the Monterey Bay area.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
Avoid duplication of conservation efforts among other government agencies.
</html:p>
