<html:p>Existing law requires the Department of Justice to collect data from specified local law enforcement agencies and to make available on the department’s OpenJustice Web portal information relating to criminal statistics. Existing law requires those law enforcement agencies to install and maintain records needed for the correct reporting of statistical data and to report the data to the Attorney General in the manner the Attorney General prescribes. Existing law requires the department to include information concerning arrests for human trafficking and the number of individuals who have been a victim of human trafficking, as reported through the California Incident-Based Reporting System, in the information made available on the OpenJustice Web portal. </html:p>
<html:p>This bill would require that the information included on the OpenJustice Web portal include the
number of individuals arrested, the number of individuals convicted, and the number of victims of human trafficking, as specified. Because the bill would require local law enforcement agencies to collect and report additional information to the Attorney General, this bill would impose a state-mandated local program.</html:p>
<html:p>The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.</html:p>
<html:p>This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.</html:p>

(a)
<html:span class="EnSpace"/>
The information published on the OpenJustice Web portal pursuant to Section 13010 shall include information concerning arrests for violations of Section 236.1 and the number of individuals reported as a victim of human trafficking, as defined in Section 236.1, through the California Incident-Based Reporting System.

(b)
<html:span class="EnSpace"/>
The information required by subdivision (a) shall include all of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The number of individuals arrested for violations of subdivision (a) of Section 236.1.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
The number of individuals arrested for violations of subdivision (b) of Section 236.1.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
The number of individuals arrested for violations of subdivision (c) of Section 236.1.

<html:p>
(4)
<html:span class="EnSpace"/>
The number of convictions for violations of subdivisions (a) to (c), inclusive, of Section 236.1.

<html:span class="EnSpace"/>
The number of victims of human trafficking as defined in subdivision (a) of Section 236.1.
