<html:p>Existing law defines a vote by mail voter as a voter who casts a ballot in any way other than at a polling place and defines a military or overseas voter as an elector who is absent from the county in which the voter is otherwise eligible to vote because the person is a member of the military or a specified federal government agency, a spouse or dependent of such a person, or a citizen living outside of the territorial limits of the United States.</html:p>
<html:p>This bill would make nonsubstantive changes to these provisions.</html:p>

(a)
<html:span class="EnSpace"/>
“Vote by mail voter” means a voter who casts a ballot in any way other than at a polling place.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
“Military or overseas voter” means an elector absent from the county in which
the voter is otherwise eligible to vote who is any of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
A member of the active or reserve components of the United States Army, Navy, Air Force, Marine Corps, or Coast Guard; a Merchant Marine; a member of the United States Public Health Service Commissioned Corps; a member of the National Oceanic and Atmospheric Administration Commissioned Corps of the United States; or a member on activated status of the National Guard or state militia.

(2)
<html:span class="EnSpace"/>
A citizen of the United States living outside of the territorial limits of the United States or the District of Columbia.

A spouse or dependent of a person described in paragraph (1).
