                        <html:p>Existing law vests the Department of Transportation with full possession and control of all state highways. Existing law provides for the California Transportation Commission to adopt locations for state highways on routes authorized by law, and describes the authorized routes in the state highway system, including that for Route 76, as provided.</html:p>
                        <html:p>This bill would name and designate specified portions of Route 76 as the “Payómkawish Highway.” The bill would require the department to determine the cost of appropriate signs showing this special designation and, upon receiving sufficient donations from nonstate sources to cover those costs, to erect those signs.</html:p>

                <ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

                        <ns0:Num>SECTION 1.</ns0:Num>
                        <ns0:Content>
                                <html:p>The Legislature finds and declares all of the following:</html:p>
                                <html:p>
                                        (a)
                                        <html:span class="EnSpace"/>
                                        For over 10,000 years, the Luiseño people have occupied the San Luis Rey Valley.
                                </html:p>
                                <html:p>
                                        (b)
                                        <html:span class="EnSpace"/>
                                        The largest Luiseño village on record, known as Topomai, was just north of the City of Oceanside where today, this historic
                                area is a part of the Marine Corps Base Camp Pendleton.
                                </html:p>
                                <html:p>
                                        (c)
                                        <html:span class="EnSpace"/>
                                        The original territory of the Luiseño people encompassed the northwestern section of the present-day County of San Diego, including sections of coastline, lagoons, creeks, rivers, oak forests, and meadows.
                                </html:p>

                                        (d)
                                        <html:span class="EnSpace"/>
                                        What is now considered Route 76 was once a pathway for the Luiseño people to migrate from the valley to the coastline with the changing of the seasons.
                                </html:p>

                                        (e)
                                        <html:span class="EnSpace"/>
                                        This portion of land, including what is now Route 76, holds special historical and cultural significance to the Luiseño people.

                                                                Route 76 is from Route 5 near Oceanside to Route 79 near Lake Henshaw.
                                                        </html:p>

                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                The following portions of Route 76 in the County of San Diego shall be known and designated as the “Payómkawish Highway”:
                                                        </html:p>

                                                                (A)
                                                                <html:span class="EnSpace"/>
                                                                From Sengme Oaks Road, at postmile 41.572,
                                                to Rincon Rancho Road, at postmile R34.223.
                                                        </html:p>

                                                                (B)
                                                                <html:span class="EnSpace"/>
                                                                From Pauma Reservation Road, at postmile 28.990, to Pankey Road, at postmile R17.87.
                                                        </html:p>

                                                                The department shall determine the cost of appropriate signs, consistent with the signing requirements for the state highway system, showing the special designation described in paragraph (1) and, upon receiving donations from nonstate sources sufficient to cover the cost, shall erect those signs.
